What a bunch of word salad bullcrap. The duly elected Congress has issued LEGALLY BINDING subpoenas. Trump has refused them all and has stated point blank he will not cooperate with the inquiry in any way shape or form. That is obstruction. Congress has called it what it is and will charge him, just like they did with Nixon.

What you don't understand is subpoenas can be challenged in court, there's nothing illegal about taking the matter of a subpoena to a court of competent jurisdiction. Looming behind these disputes between the Congress and the President over executive privilege is "the political question doctrine" the SCOTUS established in Oetjen v. Central Leather Co. (1918), broadened again in Baker v Carr (1962), and extended again in Nixon v. United States (1993).

What he meant is the witnesses called so far have not been fact witnesses except maybe Ambassador Sounland who heard the President say " I want no quid pro quo," but those words do not appear in Schiff's impeachment report.
