LEGAL LEGITIMACY, both the Clinton and Nixon impeachments had LEGAL LEGITIMACY by way of the courts, SCOTUS with Nixon and the tapes, Clinton with perjury to a grand jury, in both cases provided legal (constitutional process) and statutory standing to congress and not just conjecture.
