Out: he is HIDING the contemporaneous memo of that conversation on a seperate, actually secure server inaccessible to the leakers in the State Department. It would show he strong-armed the Ukrainians.

Yes, Volker was on their list of must-have witnesses, and all they could do was solicit his legal opinion on whether Trump's actions constituted attempted bribery.

The President determines and directs all foreign policy. State Department duties and activities proceed through delegated constitutional authority of President of the United States. The 2016 Ukraine interference in the Trump campaign in support of the Democrats occurred under the purview of the Obama State Department and involved personnel still working there under Trump. The President had every right to investigate the source of that corruption and that it was being addressed in the Ukraine before releasing any aid.

Ambassador Sondland just testified that the aid should have proceeded without "any" conditions, demonstrating State Department contempt for U.S. law, the President, and demonstrating as well his support for Ukrainian interests above those of the United States.
