While I don't see a truly viable Democratic presidential candidate as of yet, I don't think the Dems are playing an impeachment game just because they think they can't defeat Trump. I think they do see him as a threat to our democracy and the constitution while Repubs have been co-opted into the cult of Trump for some reason...maybe simply to stay in power.

Congress has legislated but Mitch isn't moving anything forward.
