Here's what the Whistleblower Protection Act actually says:
"The Inspector General shall not disclose the identity of the employee without the consent of the employee, unless the Inspector General determines that such disclosure is unavoidable during the course of the investigation ..."
Note this is only a proscription on the IG. He is the only person specifically prohibited from identifying the whistleblower. Note as well, there is a condition placed on the law that I have bolded. The fact that this investigation has turned into an impeachment inquiry could outweigh all and force the identity of the whistleblower to be made public. The identity of the whistleblower is key to judging his credibility in a matter that might reverse the votes of 63 million Americans, if you don't think so ask them. We will know who he is, in fact I have already posted his name weeks ago.
If I have to I will get into why the "Whistleblower" really isn't a whistleblower under the Whistleblower Protection Act in the first place. and therefore has no protection.

It takes just a simple majority of the House, 218 votes, to impeach. The House Democratic Party majority currently numbers 234 = impeachment assured.
It takes a two thirds majority of the Senate, 67 votes, to convict. A sound, preliminary indicator of how the Senate will vote on ANY articles of impeachment the House sends it is Graham's resolution condemning the current House impeachment inquiry as illegitimate: it currently has at least Republican 46 backers = non-conviction assured.
The Democrats have long maintained all the evidence is already present to prove without any reasonable doubt that Trump is guilty of of treason, bribery, and other high crimes and misdemeanors. So why the wait when they unarguably have enough votes to impeach the President now? Are they strategically plotting their impeachment vote(s) to occur when they think it'll affect Trump most for next year's election, knowing full well if they vote now the Senate will immediately not convict on any impeachment articles, thereby getting this politically partisan debacle over with ASAP, thus giving voters plenty of time to ponder and Trump plenty of time to spin?
Anyone who doesn't plainly understand that this is all nothing but a partisan political game being played by both sides is obviously someone who's never watched Charlie "Aglaopheme" Brown try to kick a football.
Graham's hypocrisy regarding his resolution has already been completely exposed.

President Trump’s substantive defense against the ongoing impeachment inquiry has crumbled entirely—not just eroded or weakened, but been flattened like a sandcastle hit with a large wave.

But it is in the sentences that immediately follow these words that Alexander Hamilton peered through the ages and commented on the current Republican failure to abandon Donald Trump:
The prosecution of [impeachments], for this reason, will seldom fail to agitate the passions of the whole community, and to divide it into parties more or less friendly or inimical to the accused. In many cases it will connect itself with the pre-existing factions, and will enlist all their animosities, partialities, influences, and interests on one side or on the other; and in such cases there will always be the greatest danger that the decision will be regulated more by the comparative strength of the parties than by the real demonstrations of innocence or guilt.
Yes, Trump’s approval numbers show there are cracks in the wall, as every pundit is busily pointing out. But the larger point, it seems to me, is that there is still a wall. And as Hamilton argued, it is the comparative strength of that wall, not any demonstration of Trump’s innocence or guilt, that will regulate the decision as to the president’s fate. The president’s defense, in other words, has been reduced to raw political power; it is not a genuine examination of facts but rather a numbers game to assemble enough elected officials aligned with the president’s faction to refuse to look reality in the eye and thus to ensure Trump’s acquittal.
