The answer really is that French workers are so protected that employers will not take a risk in employing more than they need long term. Hiring is easy. Firing is very difficult in France because of French laws and union power.

That is exactly what ruined Detroit and the night of the American auto industry. It was not just the exorbitant wages and benefits the unions demanded, it was that the Autimakers could not get rid of poorly performing workers, had to keep workers on that were unneeded or required because of union workplace rules and could not nimbly start and stop production as needed without protracted negotiations or paying for idle time.

Now that M8chigan is a right-to-work state, small, non-union shops supplying components are possible, but the Union is to entrenched to make it an attractive place to assemble cars.

The UAW membership which should have been obliterated by a GM bankruptcy and loss of millions (billions?) In pensions was saved by the illegal confiscation of bondholder collateral and payment to unions. There is a reason that there are actual equity positions held and that government taking without compensation was without doubt illegal. UAW expressed their gratitude by going on strike for more.

The difficulty in firing poor performers is also the reason why anyone with the means will avoid sending their children to urban public schools. In most large U.S. cities, you have lifetime employment, no matter how poor of a performer.
