Ignoring the insult, I don't believe that's the case. Most Brits are entirely unaware of the persecution of the Roma. The persecution of the Jews overshadowed it, received far more publicity. When I studied history in high school, the Roma weren't ever mentioned.

The statistics I found state that around 10% of prisoners are foreign nationals. 43% of those are from the EEA. Romanians make up 8% of the foreign prisoners (roughly 0.8% of the total population) and Bulgarians aren't numerous enough to be listed separately.
