Nobody in the Intel community has oversight authority over the conversations of the President. Nobody in the Intel Community has the authority to inform the Congress about conversations the President has with foreign leaders. This is an attack on the separation of powers.
The lack of a legal requirement to turn the transcripts over to the Congress aside, the real reluctance to turn them over is the Chairman of the Intel Committee himself, Adam Schiff who regularly has leaked classified information and who's security clearance is in danger. This is what Democrats get for placing a radical partisan domestic enemy in charge of the Intelligence Committee. Everyone in the administration is going to resist trusting him with classified information.
