I've been unsure for a while, but now I'm quite certain that he's more like Nero. He's not psychotic, doesn't hallucinate like Caligula, just seems to be so self-centered and vain, so shallow, so pampered, entitled, and certain that he deserves endless accolades, but deep down insecure beneath his bravado. Deep down, he doubts himself, but the more he doubts himself, the more reassurance that he needs that he's the best. He's intensely thin-skinned and has no healthy, family attachments of any kind. He has no close bond with his daughters, his sons, any of them. Everyone is a pawn, but he expects them to love him for that "honor."

In short, he's Nero, not Caligula. Not insane, just selfish, pigheaded, unpatriotic, vain, shallow, entitled, pampered, and incapable of any true pride or humility. Bragging, boastful, full of himself whenever he's on top, lost and confused whenever he's not.
