The military was integrated long before the rest of society and especially on bases in the South an awful lot of people he would have interacted with would have been people of color. Why would someone who was the former Golden Gloves champion of his division in the Army be uncomfortable with a black couple panhandling for change? "Those people" as he refers to people who don't look like him would simply be "people" to most vets who, (despite the sort of racist upbringing Rob had) learn that people are people from living and working with people that may not look like them but that you learn to he a cohesive unit with.
