Not even close. There are something like 35 million Persian speakers (and mainly Shia) living in countries adjacent to Iran. They are part of a vast Iranian cultural heritage but it is very debateable whether they feel any allegiance to Iran and particularly the current government.
Interestingly Iran remains the Muslim country with by far the largest Jewish minority. Israel has offered all sorts of incentives to get them to emigrate and many have but some 30,000 remain.

But you do have a technically correct point that a "Plan of Action" isn't really a treaty, and that these are just souvenir signatures. But if the US can unilaterally withdraw, and it did, then so can everyone else.

The bill was basically a way for skeptical lawmakers to assert some control over an accord that Obama hadn’t negotiated as a treaty, which would have required Senate approval.

are you really saying the US shoulda stayed in a deal that was NOT signed by Iran, nor did it obligate Iran?

I'll make this simple so that you can understand. Go to the CIA Website. Look at each country bordering Iran and check, firstly their first language, and secondly the number of Shia as opposed to Sunni Moslems.
Then consider the possibility that the CIA might be a more reliable source of information than the Clerical government of Iran, and finally the possibility that the Iranian government was looking for softer treatment of Iranians within the USA.
You need to examine sources more critically before you place reliance on them.
