The House votes on the spending appropriations. The Senate concurs or votes a different bill.

If the Senate doesn't concur, the bill is DOA.
If the Senate votes a different bill, the House and Senate must go through the "reconciliation" process to see if they can "reconcile" the 2 different bills into 1 joint bill. Currently they are NOT doing that.

So, despite what you think there is NO bill. There hasn't BEEN a bill. And there is no bill on the President's desk he's refusing to sign.

So, it's McConnell's shutdown, because he won't even let the Senate discuss the appropriations bills passed by the Democratic controlled House. (Likely because he does not want to watch Trump's veto get overrided.)
