Here's how I see it. Total layman terms.

He ran a campaign in 2016 making promises that his base salavated over. Now, he's not doing so hot and all of those things he promised have yet to come to pass. His base still salavated over what he hasn't done yet. Building a border wall from the gulf to the pacific is going to cost a shit ton of money, and is not needed in many locations along the boarder. He doesn't care, and neither dose his base. They see it as protection from a boogeyman only they can see. Many boarder enforcement locations are not wanting a physical wall. They do, however, need better alternatives. That maybe more sensors on existing fencing, better technological advances such as drones, cameras, increased surveillance. But he still pushes that wall. Essentially, he is throwing a big temper tantrum and American citizens are paying the price. So he thinks that shutting down the government is a way to get what he wants. Oh, there is one more piece of that wall promise, Mexico is supposed to pay for it. Guess nobody remembers that part any more.

We have experts. They are called "Immigration and Customs Enforcement agents.,"

The majority of whom live and work along the southern border. They are calling for a wall... they want specific types of barriers in specific locations and different types of barriers in other locations as appropriate to the terrain. Mostly what they want is to slow down the transit time letting the desert terrain makearge portions impractical to traverse so that they can more effectively run their patrols. There are (for example) areas in Mexico that are elevated enough that the cartels can put lookouts on those hills and send illegals through in between patrol passes. Denying those areas would be helpful.

Merely putting a taller border wall along the border between San Diego and Tijuana dramatically reduced the amount of effort required for interdiction in that particular area which had long been a major illegal crossing point.

The "experts" here and in the Democrat party are being disingenuous because they want more border crossers, not less.

The 'wall' is merely a laser pointer, to keep the attention of Trump's devoted MAGA base, and to serve as a distraction - an ongoing tactic employed, with pretty good result, by this administration - to take the spotlight away from the ineptitude of Trump and his administration, the shortcomings in the proposed budget (Medicare, Social Security, the environment, etc), Trump's legal troubles, smocking guns and payoffs, the mass exodus of cabinet members and rats from the swamp, and the results of the recent midterm elections.
Merely diversion for the media and the masses...plenty of evidence of it here, in this thread, and the other half dozen or so, about or related to the topic.

As far as the shutdown (I believe the third so far, in two years) goes, it is just SOP in Trump's businesses to refuse to pay workers, so there should be little surprise about the Orange Don's not giving a hoot.
