It's been well demonstrated, though, that a border-long wall, which is impossible to put in place anyway, isn't going to stop illegal immigration. For starters, we should become more involved in programs that make people comfortable staying where they are. Trump's more recent, end aid programs, blustering would go in the opposite direction of doing that. This isn't, in any way, denying that there's a problem of illegal immigration.

Non-military in whose estimation? The presidents powers are quite broad with respect to immigration and national emergencies. Oh, the democrats could file suit in federal court but they may find the current SCOTUS even less sympathetic than the previous court.
