No where does it say they "declined", only that they aren't doing one.
The senate judiciary or White House could ask them to and they probably would. I've not see any evidence they've been asked by anyone of authority to reopen the background check process.

According to everyone involved Ford told absolutely no one and she only shared with the representative in California who shared with a senator. So the leak has to come from either Ford herself, her lawyers that she was busy lining up for the prospect of her not coming forward, or the staffs of the senator and representative. Supposedly they were so controlled on the dissemination of this information that not even any of Feinstein's cohorts in the Senate were apprised of the possibility of this information.

No, I actually think that Grassley and company think that getting Kavanaugh confirmed is the only thing that means anything in life. It would serve them right if they push this nonsense so far that Murkowski, Collins, and Flake all vote no when it finally gets to the Senate floor. And if Murkowski and Collins want to have a continuing life in politics, they will vote no. They have platforms and this all blasts those apart. Their constituents will justifiable hound them out of office if they stay with the hardliners on this. Collins has already screwed herself by allowing herself to be bamboozled on the tax bill.

In fact that's really about the only honorable way that the Democrats could have actually approached this once Feinstein decided that she was interested in releasing this information at the final hour she could have waited about a week let Kavanaugh get confirmed use this as fodder to get more Dems elected get them to have investigative committee's, go ahead and investigate this thing to death where we will find that the only information we're ever going to have is her testimony because there is no other evidence possible go ahead and use their strength that they apparently gain we assume in the midterms impeach him have him not removed from office and then have them all thrown out of office by the next election way.
