Family moves across the country for parents' new job. Kids are worried since the town is small (not ridiculously small but under 20,000), old, and pretty far out of the way. One of the kids is old enough to go to college and bounces out of there right after move in day. Other kid is set to turn 18 in a couple days and sighs as she starts her summer there.

However, odd things start happening right away. Despite being in the sticks, the Internet and cell service is amazing. The town's exteriors look old but the insides are very modern. What's more, there's tons of kids her age and they all are pretty open minded...and very, very attractive.
On her 18th birthday, she has a wonderful time with her new friends and finds out the town is very accepting of all orientations and kinks. As long as it's consensual and you're of age, there's no taboo against it.

Now, the story could end there and just be fun misadventures of the family in a small but safe neighborhood exploring their sexual needs and wants. But what else could happen?

1. Older kid, who found college wasn't the nonstop party they were hoping for comes home to find family embroiled in all kinds of naughty

2. Town's a paradise but also a secret. The company the parents and most of the town works for has objectives and the town is a part of it

a. Lab testing various pharmaceuticals and enhancements. One of the reasons there's no taboos is because they are testing aphrodisiacs and want to collect results.

b. Monster testing ground/stop off for aliens. The kids and some of the adults aren't actually human. Company is there to test how well they interact with humans or are providing a vacation destination for human fetishists.
 
Accidental water supply contamination from upstream plant they all work for turns them all into sex starved screw bodies when darkness falls. No memories the next day. Except for new comers who aren’t extremely contaminated. They enjoy the nightlife but things get old the next day when connections they made the night before have to be remade the next night.

So all the humans there are basically playthings, especially the youngsters.

Aliens have mild mind control powers, not fully blown hypnosis, but they can plant ideas and nudge behaviour.

Accepted kinks include public nudity. While most humans are more or less properly clothed and decent, most of the time, if someone decide to walk around naked nobody objects, not even take much notice - especially when such nudity is 'inspired' by nearby alien's wish.

ff you want to go SF&F with aliens, chemicals, or magic, make it a LONG series. And the town can't be TOO apparently normal because young kids -- we can't have lewdness and fucking in the streets with underage spectators.

This could be a company town run by a mysterious firm that only employs attractive single people with no childrearing ambitions and that encourages sensual expression. Is it all a pr0n Truman Show? Must residents be chipped? Is the firm cultivating spies or starship crews? Many possibilities exist.

OK this sounds like a mix of the towns in a couple of my stories, Halloweentown of Disney fame and the TV shows Erie, Indiana and Eureka.

I am totally unfamiliar with the TV shows you cited. A "secret town" is an easier write than a "not the usual town" because the outside world can be mostly ignored. HP Lovecraft wrote of open but shunned towns with dark secrets. Our not-usual town is on the map and accessible but mostly ignored by outsiders because no attractions or motels. It never appears on Atlas Obscura.
