I followed the link, and I have a serious question.

In General section the image shows 2 adults, 2 teenagers and 2 kids, a pair of both sexes.

This pattern presists until we hit R category, where somehow Adults of both sexes AND a male teenager is allowed, but for some reason the female teenager is not present.

I mean, WTF?

I haven't looked at the web page, But this is what I remember from when the rating system was first used:

G is for "General" audience— i.e., anybody
PG is for "Parental Guidance"— i.e., any age, but children under (13? I can't remember) should be accompanied by an adult.
PG-13 Parents should be strongly cautioned against bringing children under 13
R is for "Restricted"— i.e., no one under 17 without a parent or guardian
X Nowadays is mainly an advertising ploy for pornography. In the early days of the system, it was used for serious films that had explicit sexual content or for any other reasons should not be seen by non-adults.
NR "Not rated" the film has not been submitted for ratings. Primarily, this replaces "X" for serious films, which, if rated, would be rated "X." The filmmaker has not allowed the film to be rated because an X-rating woul cause it to be dismissed as porn.
