Multiple reports to the FBI, dozens of calls to local police, multiple students claiming they were afraid of him, the parkland kids who claimed they "knew he was going to do it" and who didn't report him? The amount of kids who admitted that they bullied him?
Come on, not even you can believe that nonsense.
That's someone you'd consider "healthy and sane", and who didn't need better treatment?

He should have been seeing some sort of mental health professional for support (via referral by his teacher-school counsellor then/or mental health team).
His counsellor or whoever was seeing him would have then picked on his homicidal thoughts and the tragedy would have been avoided.
But psychological treatment is very expensive for the individual and isn't readily subsidised by the American Insurance System. That's why so many Americans are overmedicated instead.
