I find it hard to believe that any plastic surgeon would do a thing like that. I can't imagine any other specialist mutilating a patient in that way.

It almost looks like an overly crazy HDR image, but even if it is, the basic fucked up structures are still there. Apparently, she has plastic appliances installed under her skin. Obviously, she's emotionally disturbed and that surgeon needs to be investigated.
