It comes down to: Where does Gen Kelly's loyalty lie? To the Constitution he swore to protect and defend, just as Col. Robert E Lee did? To the office of the President, its dignity and gravity to protect? To this POTUS personally as Leader and Commander-In-Chief? To his own future prospects?

Kelly could easily stage a military coup in support of Tromp, as a New Yorker piece points out: John Kelly and the Language of the Military Coup. He could stage a quiet coup against Tromp to prevent him from launching nukes and destroying humanity. He could persuade the Cabinet to use the 25th to remove Tromp.
