State lawmakers on Monday gave final legislative approval to a bill that would reduce from a felony to a misdemeanor the crime of knowingly exposing a sexual partner to HIV without disclosing the infection.

The same reduction in crime level would apply to people who donate blood or semen without disclosing that they have tested positive for HIV or AIDS.
 
I you can always require potential sexual partners to get checked before you sleep with them.

PS: Back in the day is was just VD, and you had gono and syph and clymidia, and of course crabs. Dose yourself with A200 for the lice, get your monthly shot down at the county clinic, and you're good to go. Skip the Spanish Fly.

The first college I was at had a mandatory a VDRL test. It had to be clean before you could be on campus.
My pediatrician was shocked, I had to find a public health place who would do it which was not easy.

If I'm forced to pay for health insurance then yes, compulsory STD testing. Let the insurance company pay for it.
