Because I've never seen or heard of it anywhere. I've never seen "the militia" organize to riot, burn or loot either.

I HAVE seen them called up to suppress those things, but not to participate in them.

Or, are you suggesting that the use of violence to stop or prevent violence is equal? And, therefore, the National Guard when assisting in the suppression of a riot are themselves engaging in riotous behavior?
