Nowhere does that say a person cannot mail feces. Besides, since I've sent feces multiple times through the mail, with confirmed delivery, then I'm not doing anything illegal. Plus U.S. law does not apply worldwide, dumbass.

Considering that used underwear already falls under it and got prosecuted, I doubt that removing the underwear from the equation leads to better results. I don't think they considered the cotton to be the problem.
