He said maybe and only men who are already married. No current priests would be allowed to marry nor would they be allowed after joining.
In essence it doesn't change much at all since they sort of already allow it.

Yes, it's a little uncommon but it happens. If you convert to Catholicism and are already married they will sometimes let you become a priest.
The Pope is mostly just saying they'll loosen the rules a little bit if they have to but right now they don't have to.

It's more common in England. Several Church of England priests transferred to the Catholic Church (by invitation) because they were unhappy with the too-liberal attitudes in the C of E for example: informality of church services, women priests and bishops and the tolerance of gay partnerships.

Many of those who became Catholic priests were already married.
