First of all there is no way that there will be a 'one world government' that in anyway resembles a democracy. The developed world just isn't going to allow that to happen. One need to look no further than the UN General Assembly, what they vote for, what they send their money on, to realize that 'world democracy', or even Federalism just isn't in the cards.

So exactly who's going to rule the world? China? Russia? The EU? Some sort of South American Confederation? The US? Probably whoever has been able to retain the most technology to rebuild civilization after the nukes stop falling.

What Hawking actually said was that we need to be able to cooperate as a species in order to identify and respond to the most pressing obstacles to our existence, which is absolutely true (but more on that in a moment). And then (WARNING! Actual quote):

I am hard-pressed to see how that = "One World Government: Hawking's [sic] thinks we need it to survive." But then, I am not a moron.

Anyone who thinks we've got generations to solve this stuff knows fuck all about machine learning and where it's gotten in the last year or two (and the exponential acceleration of technological development overall). Remember when Google translate and auto captions on YouTube used to be laughably bad? And then it got like creepily better almost overnight? In the meantime, we're filling up our houses with "smart," networked fridges and washing machines and thermostats sold to us by appliance companies that are a little too busy worrying about quarterly earnings to bother with boring shit like InfoSec. Cameras are ubiquitous, and augmenting/modifying real-time video is so easy a child can do it. We will become trapped by our own identities, incapable of hiding from a lifetime spent producing what is essentially a data trail that can be crunched by powerful algorithms in a fraction of a nanosecond.

But I guess we can get to all of this after we solve the REALLY pressing issues, like which bathroom transgender people should be using.
