If you would read something besides Slate and Huffington Post every once in a while you might be aware that Putin was both the 2nd and 4th president of Russia, and wasn't particularly far from power in between.
Putin has been president of the Russian Federation for six of the eight years of the Obama Administration including two years prior to Obama whispering on a hot mic that he would have more flexibility after the election.
