I'm pretty sure it wouldn't have caused any elections. They were all pretty much already scheduled.OK, I'll spell it out for you.
What he did is very politically unfavorable and would have effected the elections, including his own in 2012, had he taken the step earlier. More than a few Blue and Battleground states have large Jewish and pro Israeli populations.
By pulling this off now he gets to do what he's always wanted to do and no matter who was elected they could blame him while (especially had Hillary won) claiming they were always against it. From his perspective and desires now is the perfect time. And the fact that it came up now in the UN is no coincidence either.
