Slavers' Bay has a number of towns and keeps along its coast, which the biggest city being Horvath. The Bay is along the southern coast of the continent of Hengorria, and it's most prominent businesses are slavery and forced prostitution. The biggest player in this is the Royal Crown of Horvath, which controls most of Slavers' Bay. The Royal Family is vast and spawned into several different branches, known as the Nine Great Houses of Horvath. Each House elects a Matriarch or Patriarch to sit on the First Council, where they rule as a group. Each Councilor is committed to protecting slavery as it is a tradition going back generations.
One strongly-enforced law in the Bay area is that all sex slaves must be completely naked at all times, and they must never turn down a sexual request from a citizen, no matter how dirty and perverted, unless their owner says otherwise. Slavers' Bay has defeated a number of other countries, and their current treaty states that in order to maintain peace from Horvath, all surrendered kingdoms must send all daughters of the noble families once they turn eighteen to serve as sex slaves for ten years, after which they can return home with a large bag of gold and jewels. Each conquered kingdom has an Ambassador from Horvath to ensure compliance.
If a girl is not particularly good-looking she may be send home earlier than planned. If a girl is attractive and expected to stay her full ten years, she must adhere to her requirements. Upon her eighteenth birthday, she is sent to Horvath and required to strip completely nude at the gates. Once this occurs she is "sworn in" and must agree to never don clothing again until her decade is up and to never refuse a sexual request unless her owner wishes her to.
Your characters can be either slaves serving in Horvath, noblemen or women, soldiers, merchants, or anyone else living in this society. I'm open to ideas
