That doesn't reflect me at all. I'm very far from being a fan of Clinton but there were serious concerns raised about Trumps business connection to Russia during the campaign. With Manafort there was already reason for serious concern.

The only thing out there about Russian hacking is the possibility that they were involved in getting DNC memos to Wikileaks. It has nothing to do with the vote. GA hasn't released, to my knowledge, exactly what ports were being scanned, so there's no way to know the likelihood. They haven't even said it the scan was against all 130,000 TCP/UDP ports, which would increase the possibility it was a scan with nefarious intent.

Of course, the feds wouldn't be smart enough to do a nefarious port scan from an IP that can't be traced back to the government, or even attempt to do nmap decoys.

Regardless, the mere act of doing a port scan isn't illegal as far as I've been able find.
