Despite the fact that only $170m has so far been spent.

I think it's mostly just standard business strategy. Want something, ask for way too much and negotiate to where you wanted it in the first place.

Most of that shit works for him. He's not stupid, just an asshole. He knows exactly what he's doing most of the time.
