"The two leaders met in the Peruvian capital, Lima, on Saturday to discuss the development of Russia-Filipino relations.

According to the Philippines president, his country was always looking to become part of the Western world, “but now the Western nations are making attempts to attack small states and to intimidate them.”

Such behavior is “the sign of bigotry” on the part of the US and its allies, he added.
"They begin wars which they are scared to fight themselves,"

He blamed Washington for unleashing conflicts in many countries – Vietnam, Korea, Iraq, Afghanistan and elsewhere as part of its “destructive policies.”
 
Why is Trump so much more popular with foreign leaders, than his predecessors? Despite his openly racist attitudes.

I wonder if this, just like the phenomenon of the rise of the R and nationalism in the US and Europe, is a reflection of a worldwide phenomenon that Mark Blyth keeps referring to in his talks: "The era of neoliberalism is over. The era of neonationalism has just begun". (not that neonationalism is a better alternative either; far from it)

That people worldwide are becoming fed up with neoliberalism / unchecked capitalism with policies dictated by banks
- Brexit, Trump's election and those to come in Italy, France and Germany will reflect people's concerns about their economic situation
- Similarly, foreign countries are concerned about their economics but also about the corporate- military complex and it's wars.

What "other superpower"?
A "superpower" is a great power that can project its power, decisively, on a global scale.
During the Cold War, there were two, "superpowers". The Cold War ended in 1991, with the end of the Warsaw Pact and the break up of the USSR.
Russia has the material resources to be a global power, not the demographic resources. It's still a "great power" and will continue to be so for the foreseeable future.
China has the potential resources to become a superpower, but still needs to demonstrate the capability.
Ditto India.

The term, "superpower" gets tossed around a lot, but in the words of Montago Inoya, "You keep using that word, Senior, but I do not think it means what you think it means."

Was it any different when the USSR was also a superpower with its interactions with its client states?

Fact is (and by fact I mean demonstrable reality) that nation states don't give a shit about the "others" that get killed any more than the powerless non-elites that get used as cannon fodder.

Most of the world's population has not the power or control of resources for them to be anything but biomass to be consumed. Yourself included.

Bah, the PI is a reasonable deterrent, but only a land power could reasonably threaten the PRC militarily. That basically means only India could be conceived as an existential threat by the PRC.

Mainland China is a Great Power in the first tier. it's not a superpower. it is a major regional power..

Duerte is the leader of third tier, post colonial regional power with a limited ability to project power (aka force) even within its own national boundaries.

Russia is a major Regional power, of a second tier rank. It has influence and will work to get more, but has its limits.

America is the world's sole superpower, but even that has limits. Power projection is a double edged sword. Obama, for all his personal failings, is just as constrained as Trump and his incoming administration.

Trump may turn out to be a decent POTUS, but based on the people he's been surrounding himself with, he'll be the shitty sequel to the shrub or the penis with ears.
