You start at the local level and all of your locals are elected in exactly that way that then leads to those electors selecting your state legislature who then goes on to elect their Senators. Which isn't that far off from how it originally was; senators were not elected at-large.

We Trust such a system for jury pools so why the hell wouldn't that work for political decisions as well?
