When a white man, Sr71plt calls a black woman a "black bitch" is it racist?

No, you'd be stupid. Funk calls out white people and blames white people for everything. Her being a black woman has caused her to develop an inferiority complex, her way of dealing with it is to play the victim and call out the evil, white, corporate men. I will hand it to her, she has garnered much white sympathy. If she were a man she would be told to shut the fuck up and stop whining, like she should.
 
There's too much fixation on the mere usage of the word black - it isn't about the fact that he used the word "black" to identify her, because in and of itself calling someone a "black-something" isn't offensive. It's the usage of the phrase as a whole and the context around it - "hard black bitch" IS offensive, not because you're identifying the "hard bitch" as black, but because you are perpetuating and utilizing an existing racist stereotype in a manner clearly intended to insult.

Like, it doesn't matter whether he intended to call LadyF a "hard black bitch" or whether he intended to call just her PERSONA a "hard black bitch" the phrase in and of itself is racist. It's stereotypical and used to paint a massive number of black women as being caricatures.

And that's just the racial part of it - it doesn't touch on why men (well, anyone) calling women "bitches" problematic. Bitches gets used for both men and women, but has the opposite meaning when used for the other gender. Women are called bitches for being outspoken/aggressive/dominant, while men are called "bitches" for being effeminate/weak/worthy of contempt... how's that for misogyny?

IDK anything about the poster who said the phrase and have zero ability to judge him as racist or not, but the words most certainly have racist overtones.

But it's pretty clear that most racial slurs have very few "appropriate" applications, and I think it's also disingenuous to pretend like this particular phrase has any more "appropriate" applications than the typical racist epithet.
