I don't understand the problem here. The fact that felons can't vote is ridiculous. The fact that African Americans are way over-represented in American crime stats is a fact - not because 'they're all felons' (which, as far as I can gather, isn't actually what CNN said anyway), but because your system is fundamentally broken. Hence, not allowing felons to vote does have a negative effect on the ability of electoral outcomes to be racially unbiased.
