Not at all. Trump meant exactly what I thought he meant. Getting out of Iraq gave rise to ISIS.

He's the one who signed the "U.S.–Iraq Status of Forces Agreement" which required them to be out by Dec 31 2011.
The only way the US could have remained was to "re-invade" Iraq.
