Just a few possibilities, bearing in mind all must be 18+:

~ the camp counsellors switch bunks- half the guys go to the female counsellor's cabin & vice versa. Could include some interesting group or first time action.

~ no switching required- first time lesbian activities (inspired by hearing the veteran sapphics getting to it?)

~ sharing a tent on the overnight excursion leads to counsellor hijinks.

~ siblings go to camp, end up trying to be more scandalous than the other

~ the camp owner samples the wares of a few female counsellors. bet you can guess what the owner's wife gets up to...

The camp has two cabins: one for the boys, one for the girls. The segregation is strictly enforced, especially at night, to avoid any inappropriate liaisons occurring.

But.... (there's always a but!)....one day the boy's cabin burns down! Or, perhaps less dramatically, is infested with termites, or has a backed-up commode, or for whatever reason becomes uninhabitable for a few nights. The only thing to do is to make room for the boys AND the girls in the girl's cabin. With the watchful eyes of the counselors trying to prevent any shenanigans.

What could possibly go wrong?

I can't think of anyone 18 or older that went to summer camp. I can picture a story in that setting with some camp counselors or other kind of employee.

I agree, not a lot of 18+ go to be campers at summer camp. However, all of the counsellors would be. My suggestion would be a camp where the counsellors are all in the same cabin (both male and female). Over the summer, different love interests form through flirting and eventually you have guys and girls sneaking out of bed at night to go to their love interests bunk.

The story takes us through the whole summer as we see these college aged counsellors flirt and bang all summer long.

As camp goes on and more and more of the counsellors are coupling up, maybe the sneaking to another's bunk turns into open sex. With some many people trying to sneak through the open bunk room at night, no one is able to sneak so they might as well be open with their sex.

True true, but there are a lot of summer camps for the over-18 crowd that are not called summer camps. Athletic prep camps, Community Service camps ( like city year, where HS seniors take a gap year to help schools in need) and intern/new hire camps. Most of these take place 'offsite' (not in the office buildings) and seem to provide fertile ground.
