The 217,000 names of people who have permits to carry is not public information. Therefore, it is not in fact known if Castile really did have a permit. Public Safety Commissioner Mona Dohman would not confirm that information because it is part of the official investigation.

Exactly. We know who the victim is, and who the shooter is. Because this shooting involved a sworn officer ALL of the facts should be before the public as soon as those facts are discovered.

Everything about this shooting stinks to high heaven and the city trying to hide behind the "ongoing investigation" curtain is not looking good for them or the officer involved. And no PR firm is going to be able to fix it. Only the truth can do that.

The passenger in the car says the victim told the cop he had a CCL. It would be helpful to know if he had one or not. Her version of what happened would be more believable if he did have one, in fact.

But I have gone through the course in two other states and one of the subjects that they cover is how to handle situations where you have been stopped by the police, how to transition to police control if you should happen to have to use your weapon, etc. In other words how to conduct yourself in the presence of the police to make certain that the officer doesn't consider you a threat. Merely announcing that you have a CCL does not necessarily buy you a free pass.

If, for example, he brandished the weapon without being explicitly told to do so by the officer the officer would be threatened regardless of the individuals intent. No officers are mind readers.

Of course, but it makes sense if the victim had a valid permit that he would know how to conduct himself in the presence of a cop who had just pulled him over, and would say he had a permit and was carrying. It also makes sense he would be less likely to know how to conduct himself if he had no permit. It also seems unlikely to me that someone who had no permit would tell a cop he had one and was carrying. Next question would almost certainly be asking to see the permit, followed by immediate arrest.
