The way I understand it, Intellect and Combat work differently from the other rankings.
90 is the accepted human maximum or thereabouts. And with those scales it's only above 90 that you get into the exponential jumps that you get with superhumans.
Like, with Combat Deathstroke would be a 91, Karate Kid would be a 93, but Batman and Nightwing and Red Hood are all 90s.
With regards to Intelligence, human geniuses are 90, as well. Only with vastly supercomputational intellects like Brainiac and their ilk do you get into the mid-to-high 90s.
So you were fine with having his intelligence be 70ish, because that's still quite high for a human it's just not upper-level-human-genius.
And you're absolutely fine with having his Combat be 80s, because he'll have instinctual advantages from various animals and training from other Titans (if you want him to have a connection to The Titans in his backstory).

Deathstroke will be able to out-battle The Bat????
Of course. Deathstroke is an Augmented Human. He has a sort of Super Solider serum enabling him to Access more than the usual 10% of the human brain used by a normal human. Hell he can even keep up with the Flash. (Or at least predict his movements).
Bat's is only at the peak of Human development.
OK if I get OK'ed with Beast Boy, what is the idea? How much of the IC should I read to get a kinda drift of where we are at or is there some sort of manual which will give me kind of an idea what is going on?
Well, remember that numbers only tell part of the story.
Peak-level humans have been able to do Deathstroke a mischief in the past-- but it's always one of the hardest things they've ever done. Sportsmaster was able to match Deathstroke but not outright beat him in the "Young Justice" cartoon. In the comics, Deathstroke basically disassembled Nightwing on at least one occasion-- and since then, I've seen Nightwing opt to throw Slade off-balance, secure his objective, and get away rather than attempt to engage him in a straight fight.
But Batman has beaten Deathstroke. Bats kept Slade's sword on the wall of The Cave for awhile as a trophy, and I remember Deathstroke threatening him "I'm coming back for my sword one of these days."
So numbers are numbers.
But Batman is Batman.
Oh I agree totally with that statement. Hell Bat's takes on Superman and damn well holds his own. He knows everyone's weaknesses and how to exploit them. I think our dear Rider would definitely pick him as the Lancelot.
