When pleas for justice in criminal court fail, there's always the option to shove a katana in the spine of the city's bank account, twist it real good, and watch the government bleed rivers of green.

I fully approve of a vicious and ruinous economic war against the police. If there is collateral damage - aka the fucking taxpayers who cheer these cops - then that makes it all the sweeter.

The time for talk is over - it's time to go to war. Economic war. Sue them all and let the banks sort out the casualties.

The Chicago Sun-Times reported in 2014 that brutality-related lawsuits cost Chicago taxpayers more than half a billion dollars in the preceding decade. About 15 percent of these payments went to victims of police torture under the rule of notorious former Police Commander Jon Burge, according to the Sun-Times. Chicago voted earlier this year to set aside additional funds for reparations to the more than 100 black men who faced beatings, suffocation, electrocution and other abuse in order to force confessions between the 1970s and early 1990s. In 1994, a powerful police union characterized a decision to uphold Burge’s termination as a “miscarriage of justice.” Burge ultimately spent 3 and 1/2 years behind bars on charges of perjury and obstruction of justice.

According a HuffPost analysis of LAPD payment data released by the Los Angeles Times in 2011, taxpayers paid more than $100 million to settle lawsuits against officers accused of civil rights violations, wrongful deaths and other intradepartmental misconduct. These payouts, made by the city between 2002 and October 2011, didn’t include huge settlements awarded to citizens in recent years, including a $5 million settlement resulting from the case of an unarmed National Guard veteran killed by LAPD officers on live TV in 2013 and a $1.35 million sum given to the mother of a man who died in LAPD custody in 2013 following a traffic stop. Investigators declined to file charges in the first case, though officers were relieved of duty without pay earlier this year, pending an announcement of further disciplinary action. Charges haven’t been announced in the second case.

As you can imagine, there's a lot of information to sift through (take a look for yourself here), but one piece of information really sticks out: Over the past five years, the city has spent a total of $428 million on police-related settlements.

In February, Beth Gatny of the Euharlee, Georgia, police department fatally shot 17-year-old Christopher Roupe after the boy opened the door for the officer. Gatny was at the residence to serve a probation warrant for Roupe's father. Police claimed the 17-year old pointed a gun at the officer but the family insisted he was holding a Nintendo Wii controller. One witness said she saw the cop sobbing into her hands after the shooting.

In April, a grand jury recommended the District Attorney, Rosemary Greene, take action, finding the use of deadly force was not authorized. The DA's office said it would collect additional evidence and return to a grand jury. Unfortunately you can probably guess what happened next.

Maybe after the cops go on a shooting rampage against you people, you'll join us in fighting police brutality, too.

None of that does anything about taking bad cops off the street permanently. Dumping police unions and establishing a national database of brutality complaints would be a start.

Indeed. But lawsuits are a start. City governments cannot sustain these gigantic payments indefinitely. Eventually they must stop the bleeding... by doing some or all of what you suggest.

True, partially. Sometimes law enforcement departments actually face pressure from insurance agencies over these lawsuits. And it's not forgotten, not when the payouts hit tens and hundreds of millions like in NYC.

I was thinking of this proposal earlier today when I read the story of an 11 year old killed in a police chase that also killed the officer.

ANY time an innocent citizen is killed by police under any circumstances, there should be an automatic payout of one million dollars. No debate or lawsuit necessary. Mandated by statute. Agencies could not refuse to pay or attempt to delay. Required to be paid within 60 days.

Lawsuits could be filed for any amount over and above that under certain circumstances.
 
I don't understand why cops are carrying fatal ammunition in the first place. There are lots of options of non-lethal ammunition. It would reduce cop deaths, too, because they wouldn't have to wait until they themselves got shot (at) to shoot. The lead cop could carry a bean bag shot gun and be backed up by a cop with live, lethal ammo.

The agreement ends an infamous case that led to a hotly contested state trial, a federal investigation and ultimately the dismantling of the Police Department's elite Street Crime Unit. In widespread protests, dozens of politicians and others were arrested on civil-disobedience charges, and the bullet-ridden entrance of Mr. Diallo's home became a symbol of the racial tensions renewed by the shooting.

Just after midnight on Feb. 4, 1999, four police officers in the plainclothes Street Crime Unit confronted Mr. Diallo, a 22-year-old street vendor from Guinea, and fired 41 shots, hitting him 19 times as he stood in the doorway of his apartment in the Soundview section of the Bronx. The officers said later that they thought Mr. Diallo resembled a rape suspect and had drawn on a gun on them when they approached. The supposed gun turned out to be a wallet.

After the officers were acquitted of murder, Mr. Diallo's parents sued them and the city, saying that racial profiling by the Police Department was a cause of their son's death.
