Justice League: The New Wave (OOC - Interest Check)

I never read as much Milestone as I should have when it first came out, but I loved the Worlds Collide crossover and I've read some back issues since.

Definitely a new angle on superheroes in a time when they were far too homogeneous.

The main issue with quantum juice isn't that it awakens dormant meta-human genes. It's that it forces the mutation. Those with meta-human genes are more susceptible and likely to mutate (whether they survive is still a coin flip) but we've seen confirmed humans with no dormant meta-genes. It forces random mutations rather than awakening preset ones. We've only had one case, being guillotina, that Nemo managed to awaken her dormant meta-gene.
 
I was thinkin about this, actually, believe it or not.

My ruling is that in this universe, the only stable Bang Babies were ones for whom The Bang activated latent metagenes. The unstable ones did not have a metagene, so the forced mutation doesn't take. Nemo's continued experiments are to try and create metahumans without their needing to be metagenetic, effectively making him able to mass-produce superhumans for his own purposes, but so far little to no luck.

This is like The Ultramarine Corps, whose synthetic metagenes were slowly killing them.

And my headcanon for Smallville's "meteor freaks." The ones without metagenes were unnaturally mutated and therefore had a high propensity for psychoses. The ones who had stable psyches and metapowers were the ones who had latent metagenes activated by the green kryptonite.

That's how the Bang Babies work in this timeline.

Perhaps Static's cure attempts thus far have damaged, destabilized, or scrubbed the metagene of stable Bang Babies, thereby rendering them *un*stable instead of curing them, potentially lethally.

Appearance -
Raven's appearance is seen as dark and mysterious throughout the series. Her superhero outfit is mostly made up of her favorite color, dark blue/indigo. She usually wears an indigo cloak with a hood, with matching indigo ruffled ankle-boots with blackish-gray soles, with a rather risqué princess-in-bondage style bikini that is purple-ish-black with cuffs at her wrists of the same blue of her cloak. On her cloak, she has a circular black/red jewel set in a gold plate that attaches the whole thing together; it covers her T-communicator and it's fixed to beep/glow when there is trouble. The jewel also sometimes has a raven head shape inside. Around her waist she has a red and gold belt with the same jewels around it, while her legs are exposed. The belt ties at the back like a cord. Her hair and eyes are violet. She has a red gem that is outlined in black inlaid on her forehead that imprisons her Father Trigon. She has very pale, almost gray skin, which makes her appearance somewhat demonic.

Telekinetic abilities
Empathy: The psionic ability to sense the emotions of others, allowing her to gain insight into their thoughts and intentions, and even experience their own feelings. This also enables her to sense the mental state of others, as she has stated that she would know if someone's mind had been tampered with. Raven can absorb the pain of others into her own body in order to induce rapid healing for them, and can heal herself by going into a trance of emotional calm. She can receive precognitive flashes of the future when exposed to extreme emotion. By using her empathy to guide her, she can track others with her soul-self.

Advanced Telekinesis: Raven can merge a small part of her soul-self into objects in order to take control of them, with the object essentially becoming an extension of her soul-self; this may be the reason why she prefers to take control of inanimate objects rather than people. The limit to how much matter she is able to control is unknown, though it ranges well into hundreds of tons, allowing her to hurl city buses, mounds of rubble or even uprooting whole slabs of pavement. Whenever she takes control of something, it is covered in the same dark energy that composes her soul-self.

Soul-Self/Astral Projection: The basis of almost all of Raven's powers are derived from her soul-self. She is able to project her own spirit from her body into a ghostly form, using it to interact with the physical world, affect others mentally, and to traverse through time-space. Her soul-self takes the form of a double of her own body, or more commonly, a large black raven. She is capable of changing it's shape and mass at will, and can alter her own appearance with her soul-self, like increasing her size or making her face hideous. She is able to project her soul-self into the minds of others to communicate, facilitate calm or to force people into submission with a devastating mental attack. Though normally composed of energy that is colored black, Raven's soul-self can change color depending on her emotional state, manifesting as red or white.

Telekinetic Constructs: With her soul-self able to be molded into any shape, Raven often creates simple domes or walls that acts as barriers against attack. She can project solid bolts to be used as projectiles, or a steady stream of solid force. She has been shown making razor sharp blades to cut through obstacles, claws that can restrain foes, and floating platforms to ride on.

Telekinetic Teleportation: In conjunction with her telekinesis, Raven's soul-self is able to envelop her (along with at least four other people – but this is severely draining on her) and travel to other dimensions, primarily Azarath. She can use this technique to travel vast distances on Earth, or to teleport by momentarily displacing herself and then re-appearing in another location. She can pass through walls and obstacles by simply teleporting past them, giving the illusion of intangibility. At times, Raven has been shown creating portals with her dark energy in order to travel, rather than utilizing her soul-self.

Levitation: Raven can levitate off the ground and hover, without visible projection of her dark energy as is shown when she utilizes telekinesis. Her power is also sufficient to enable her to counter the gravitational pull of other planets.

Darkness/Shadows Control: Raven has the power to create and control the element of pure Darkness and shadows and bend it to her will; usually using it in conjunction with her telekinesis.

Multilingualism: Raven is a skilled polyglot, capable of fluently speaking English, German, Latin, Romanian, Ancient Sumerian, and Sanskrit. She can even speak the language of her own people, Azaranthian.

Magic: Though only occasionally used, Raven has displayed a wide arcane knowledge, possessing a vast library of mystic tomes, spellbooks and ancient scrolls. She has been shown making potions, using mystical objects like charms and talismans, and has performed elaborate magical rituals.

Spell-casting: The high-level spells she casts are usually spoken out loud; though she does have some practice in casting nonverbal spells to give herself more of an advantage over her opponents.

Bio -

Arella, Raven's mother, was chosen to become the bride of the demonic Trigon. Abandoned by the demon rather than becoming his queen, Arella was bent on suicide (while carrying Raven) when she was taken in by the pacifistic disciples of Temple Azarath, a group who had centuries earlier forsaken life on Earth to pursue their own nonviolent lifestyle.

In their inter-dimensional world, Raven, was born. Fearing that the child would bring evil among them, Juris, a magistrate of Azarath, attempted to cast the infant Raven into Limbo, only to be destroyed himself. Azar, the spiritual leader of the temple, then took the young Raven under her personal tutelage, instructing her in the truth of her parentage, and in pacifism, meditation, and the submergence of her emotions to resist Trigon's influence, while perfecting her powers of teleportation, astral projection, and empathic healing.

Later, Raven was plagued by prophetic dreams of Trigon and, defying her teachers, she confronted her demon father in Limbo at his bidding. Trigon spared her and Arella after satisfying himself that, upon his return when she reached adulthood, he could seduce Raven into becoming his ally. When Raven turned fourteen, she sensed Trigon's power returning and fled to Earth.

She arrived at New York City, where she met several super-powered youths fighting a rampaging alien girl. Raven managed to discern the girl's true reason for her demolition work and convinced the others into a more peaceful approach, which won them the alien's friendship. Despite Raven's obvious insecurity, the others invited her to join them in defeating the truly hostile aliens the Gordanians, who had attempted to enslave the girl and her presence proved ultimately essential to the motley crew's triumph over the Gordanians.

The juice was discovered for the reason that it could create meta-humans specifically a new breed that didn't require a dormant meta-gene in their DNA. And after Nemo was accidently exposed to it he realized its potential. The average Joe didn't have to be so average. So he orchestrated the Big Bang and later began experimenting on individuals to mutate them. The whole motivation behind Q-Juice and Nemo's antics has always been because of its ability to cause mutations in regular people

I think that its having the potential to create superpowers in the non-metagenetic still accomplishes the same thing motivation wise, the fact that he hasn't succeeded yet explains his continued experiments?

Alter Ego – Raven

Sorry, Var, I had a continuity brainfart earlier.

In this universe, The Titans formed around New York City rather than Jump City.

Though I do intend to include Jump City very soon as a district of San Francisco, Raven's Titans are based in The Big Apple.

I would also suggest editing your character description so that it matches the uniform in her character picture, but that's strictly my personal preference and it doesn't affect the readiness of this character which we already discussed in PM.

You can go ahead and post her intro as you like.
 
The Law

I made up the law stuff, if it isn't accurate just tell me what would fit in there instead. They don't have those things on the wikis that I've found.
 
It varies from version to version and era to era.

But instead of The Super Powers Act and that act of war stuff and the "all of Earth's laws" concepts, though they seem pretty damn cool...

...instead I would say that that he's currently wanted by The Department of Extranormal Operations (DEO), which is like The FBI for superhumans, and those U.S. Federal Government guys do not kid around. Especially when destabilizing the economy affects the business interests of the government's corporate bedfellows. Along those lines, doesn't have to be verbatim, but yeah: DEO.

What capabilities does the DEO have to subdue metahumans?

Do they have metahumans in their ranks, just lower powered ones? Or special technology?

Do they shoot first and ask questions later?

Do they have a special facility in NY? Detainment center for metahuman?

Do they have a way to verify if someone is a metahuman?

Are they public knowledge? I got an impression from the DC Wiki that they were secret organization, maybe the use the FBI as cover?

Would Mary and Tanha be detained then by the DEO? How would they be interrogated?

New York's state lottery is regulated by Section 1600 of their tax code, and there would be IRS implications too for lottery and income tampering of this magnitude.

The DEO has advanced weapons and tech as befitting a law enforcement branch in a universe of this sort. Men in Black-style guns, and programmable control collars that can neutralize metapowers and deliver taser shocks. They also have a few metahuman Agents, Cameron Chase among them, though these are usually lower power and rely more on training.

Some Agents might prove hotheaded, but the paperwork you have to fill out after discharging one of those firearms is exhaustive and exhausting, so they're more inclined to go by the book.

Riker's Island would have sufficient facilities to hold a metahuman at least until a transfer to Metropolis' Stryker's Island which is just up the coast and better equipped.

A metagene reading can be taken with a quick digital DNA analysis, quick as a blood sugar test, and scanners exist for more esoteric sources of super powers such as tech, magic, or alien biology.

All this having been said, traditionally The DEO, while arguably competent, has proven less visibly effective against supervillains than superheroes, just like the Special Crimes Unit of Metropolis historically gets less cred for stopping baddies than Superman, and Gotham's Major Crimes gets mocked for seemingly just batting clean-up for The Bat.
 
Okay if you go just by the Supergirl TV show, The DEO department is run by an Alien (Martian Manhunter) has Supergirl on the books to help out, has advanced alien and human tech designed to take out both Alien and meta human threats, They have containment facilities designed for a variety of abilities and have jurisdictional and law enforcement powers similar to the patriot act.

Now I am not sure if MM is still around (That's the premise of the story after all) but Supergirl should be and they should have Tech that would give you problems.

Or going by the Actual DEO, they are run by a former villain called Mr Bones, fully backed by the Government with the same powers listed above.

You can mix and match as you see fit, but it is basically a human black book operation, with unlimited funding, Alien and human tech from the brightest minds, and you disappear afterwards if they don't like you.
 
I'm not going strictly by the Supergirl TV show, but by the Pre-Flashpoint comics that inspired the television iteration.

The Director of The DEO will probably be Amanda Waller rather than Bones or Henshaw, but I haven't decided yet.

Martian Manhunter is gone with the rest of The League.
 
In this timeline, Kara Zor-El crash landed on Themyscira and became Wonder Girl.

There is no-one currently using the name Supergirl.
 
Oh, I have a question about Martian manhunter. Well 2, are we keeping with the new 52 were he leaves the justice league and cyborg is scouted and inducted into the league to serve as the new Monitor or does M.M. remain with the justice league.

And that breeds another question. We've established the justice league disappeared but what about heroes that have left the league permanentlyrics like Question.
 
J'onn was part of The League's founding Big 7.

Cyborg joined The League later, but not long after it was founded.

The Question has not, to my estimation, joined or left The League in this iteration, and is more of a Hub City solo act.

There are a small number of former Leaguers left on Earth. The retired Bruce Wayne, for one, though his identity would only be known to a select few. Whoever's left are probably screwed up with grief and bewilderment at this point, but that's a topic to be explored more fully in time.

But it might be good to let me answer the continuity questions, as I have a lot of headcanons that haven't made it into the OOC or IC yet and we don't want to confuse things about what has or has not happened in this timeline.
