Neighbor's dog keeps defecating on my front yard

My neighbors Beagle keeps defecating on my front yard.

Every time I go out there, I find new droppings that I have to clean up.

Should I confront them about this?

Shake black pepper all over your front yard. When to dog gets a snoot-full of that pepper he'll find someone else's lawn to use as his toilet.
I've tried this method and it works.

I heard about a similar case, where the offended (crapped upon) party laced sausages with the best laxative money could buy.

Once doggy had come home a couple of times spray-painting the house, the crapping stopped, because "it would eat something that made it ill, whenever it ran loose"
