Not when those who would pose a very real threat to a President or former President might be monitoring his movements as carefully as the Secret Service themselves. Today, even when the President has "privacy" the Secret Service knows where he is and who he is with.

If you want to accuse the Secret Service of the same complicity of the Arkansas Highway Patrol, then have at it. But no one who is the focus of the most intense security apparatus in the Western World is escaping the clutches of the entire team of agents and technology maintaining that focus.
