The law exists in Germany and has done for some time.

All Angela Merkel is saying is that she cannot and should not influence the decision of the courts to decide on an existing law. If she did, like would be like President Obama overriding a decision of the US Supreme Court.

The German law is against insulting any Head of State, not just Turkey's.

I can't see that being made into law in the US, UK or France. All three have a long tradition of satirising and insulting their Heads of State, and other countries' Heads of State.
