Just this "mayor blames victims" is super American Stupid bullshit. A German mayor saying shit like this would be kicked, even in the most conservative holes of Saxonia or Bavaria. And we're talking about Köln, a very open city.
What she did was telling how women should behave in situations like this. Not very diplomatic, but understood.
