I've asked much the same to the helpful and informative people over in the BDSM talk forum really helped me out to understand it and one of the more interesting answers was: That putting on the stereotypical corsets and other revealing and sexualizing clothing helps the Domme get into the right dominant/assertive frame of mind, similarly like an athlete putting on their uniform before the game or a medieval knight putting on their armor for a battle.

Also there's the psychological effect of seeing their mistress in such clothing has on the submissive. That I would think would be clincher for most Dommes out there.
