A lot, if not most, of the actually well-endowed women I've met in real life and on here have told me that they were incredibly self-conscious when their chests developed. I've only happened upon a few stories on lit that feature that idea in any form--and usually it's in the variety of "people thought she was fat because she wore baggy clothes all the time and then she was stripped publicly/raped and she realized how empowering having huge jugs can be."

I don't think working around this would be that difficult. There are tons of stories on here that are clearly dealing with young women dealing with sexuality the way one in their early-to-mid-teens would but just happen to be the age of majority.

For example, keep the sexually repressed woman wearing the baggy clothes angle--but don't have the issues with that disappear the minute the clothes come off and don't end the story the second the first sex scene is over.
