In my neck of the Canadian woods, the police frequently take off in hot pursuit, even if there's no urgency. Bystanders are all too often killed or maimed, and, inevitably, the investigation, by another police service, finds the police blameless. Yes, even when an unmarked car races through a red light merely to follow a car with a suspected fraudster. A five-year old was killed, and the police blamed his father for not realizing there was an unmarked car following someone driving at the speed limit.
