I think you're right, Mao has the highest body count, between 60-80 million according to some estimates.

Besides the obvious reasons, I'd say Hitler was the cleverest one, therefore the most evil.
IMO, Hitler had enough charisma and brains to seduce his ownpeople into accepting his ideology.
Whereas the other two - although I understand that they committed genocide, too (goulag etc.), they only managed to do that through terror (people ratting on each other out of fear & survival instinct), and not through partial acceptance by their own people.
(but I might be wrong, tho, given that my knowledge re history is quite limitted)

Hitler's charisma and oratorical power, while considerable, have been vastly overstated by most in analyzing his rise to power. His accomplishments were less the result of seduction than they were of essentially stealing the German government by manipulating the consequences of pressures from the Versailles Treaty ending World War I, the Great Depression and the political stalemate affected by coalition governments involving the German Communist Party, Catholic Centre Party, Socialist Democratic Party and the Nazis.
An aging, out-of-touch President Von Hindenburg also played into Hitler's hands as he attempted to juggle an increasingly impossible political situation.
Once Hitler solidified his hold on power after the Enabling Act of 1933, it is probably impossible to accurately assess how much of his popularity among rank and file Germans was heartfelt and how much was the result of the good, common sense to "smile, salute or else."
Of course, after 1939 when your country is conquering all of Europe, it's pretty hard not to believe you are on the winning side. That alone tends to win hearts and minds.

Hitler's oratory was powerful and effective. You wont find an unkind word in any of it before 1933. Its all about how wonderful Germans and Germany are, and how both deserve the best and will flourish when theyre free. Trump has the same style.
That's not inconsistent with anything I last posted. In fact, Hitler's propaganda machine was but one element in HOW he stole the government.
