It is self evident that Capitol can be aggregated into a monolithic power, Rockefeller, J.P Morgan, Goldman Sacs, etc. While Labor can not be aggregated as easily. Too much labor in one place and a riot can break out! Because money stacks easily, but labor is lumpier.
