There is no initial premise, so there can be no inconsistency. I just came across a news story that said people don't like "thugs" to describe the rioters and looters. And asked people to offer their own terms, knowing they would do it from their own viewpoints.

My dictionary app has "rioters" as one of the synonyms for "thugs".

So Obama appears to be at least technically correct.
